Countries have made critical commitments that, once put into practice, could finally stem the tide of child violence. From setting up life-changing support for families to making schools safer or tackling online abuse, these actions will be fundamental to protecting children from lasting harm and ill health.
It is estimated that more than half of all children worldwide – approximately 1 billion – experience some form of violence, such as child abuse (including corporal punishment, the most common form of child violence), bullying, physical or emotional abuse and sexual violence. .
Violence against children is often hidden, usually takes place behind closed doors and is far underreported. The WHO estimates that less than half of affected children tell anyone they have experienced violence and less than 10% receive help. Yet this is a serious violation of children’s rights and also increases the risk of short- and long-term health problems.
For some children, violence leads to death or serious injury. Every 13 minutes, a child or adolescent dies as a result of homicide – which amounts to approximately 40,000 preventable deaths per year. For others, experiencing violence has devastating and lifelong consequences. These include anxiety and depression, risky behaviors such as unsafe sex, smoking and substance abuse, and decreased academic performance. There are indications that violence against children is preventable, with health care playing a crucial role.
Proven solutions include parenting support to help caregivers avoid violent discipline and build positive relationships with their children; school-based interventions to strengthen the life and social skills of children and adolescents and prevent bullying; child-friendly social and health care services for children experiencing violence; laws banning violence against children and reducing underlying risk factors such as access to alcohol and guns, and efforts to ensure safer internet use for children.
Research has shown that when countries effectively implement such strategies, they can reduce violence against children by as much as 20 to 50%. In line with the UN Convention on the Rights of the Child, the first global goals for ending violence against children are set out in the United Nations Sustainable Development Goals.
However, progress in reducing the overall prevalence of violence among children has been slow, despite progress in some individual countries.
About 9 in 10 children still live in countries where common forms of child violence, such as corporal punishment or even sexual abuse and exploitation, are not yet prohibited by law.
More than a thousand people are attending this first-ever ministerial conference on violence against children, including high-level government delegations, children, youth, survivors and civil society allies.
Specific commitments at the event include pledges to end physical punishment, introduce new digital safety initiatives, raise the legal age of marriage and invest in parenting education and child protection.
WHO provides significant support to efforts to end child violence, providing technical guidance, guiding effective prevention and response strategies, and conducting new research and data, including its Global Status Reports.
